Two weeks before the due date, the hospital in Bishkek usually sends a calm notice - the fetal heart rate is stable, the cervical condition is acceptable, and the baby will most likely arrive on time. For the client of cross-border surrogacy, this news often means that another equally critical process is about to begin: from the moment the child comes to this world to the time he actually gets on the plane back to China (or other destinations), there is an intensive transaction period of about twenty-eight to forty-five days in between.

What needs to be done during this period is more specific and cumbersome than the previous nine-month medical cycle: the surrogate mother must sign an agreement to relinquish parental rights in person at a notary office; the paternity test must be completed in a designated laboratory; the local birth certificate must be issued by the ZAGS civil affairs department; all key documents must be translated, notarized, and apostille certified; and then apply for a travel permit from the Chinese Embassy in Kyrgyzstan with a complete chain of evidence. If the client holds Taiwanese identity, or is from another country that does not have an embassy in Bishkek, an additional consular trip to a neighboring country—most commonly Moscow, Russia—will have to be planned.

But that's just part of the file. And there are people—newborn babies. He needs milk powder, diapers, a warm and constant room, 24-hour uninterrupted care, pediatric advice in Chinese, a chef familiar with Chinese confinement meals, and a confinement nanny who understands neonatal jaundice, eczema, and flatulence. The client may be a single father who is nearly fifty years old, a same-sex family who has never raised a baby independently, or a woman who has not yet recovered her physical strength after giving birth - no matter which one, the twenty-eight days in Bishkek will not be easy.

This article breaks down the most underestimated time before and after birth in its true working order.

The due date is approaching - final preparations before giving birth

After entering 34 weeks of pregnancy, FS Global's Bishkek-based team will contact the partner hospital for weekly fetal heart rate monitoring and ultrasound assessment to confirm fetal position, amniotic fluid volume, placental status and estimated weight. If everything goes smoothly, the hospital will usually arrange for hospitalization between 38 and 40 weeks of pregnancy to wait for delivery; if there are indications such as malposition of the fetus, placenta previa, gestational diabetes, or previous caesarean section, the doctor will communicate with the client in advance about the specific date of caesarean section.

At this stage, the client has several things to do:

Determine the time to go to Kyrgyzstan

It is recommended to arrive in Bishkek 7 to 10 days before the due date. This buffer is enough to adjust the time difference, familiarize yourself with the hospital location, and meet the local team in person to coordinate all procedures. It is also enough to cope with an early start earlier than the expected date of delivery.

Complete domestic stay registration

All foreigners must register their place of residence within the prescribed time limit after entering Kyrgyzstan. This may seem like a minor administrative matter, but it is directly related to the "parents' actual presence in Kyrgyzstan" evidence chain required when subsequently applying for a birth certificate.

Bring all baby supplies and parent documents

The local market for maternal and infant products in Bishkek is relatively limited, and the supply of imported milk powder, diapers, wet wipes, bottle sterilizers, baby care oil, etc. is unstable. It is recommended to bring core supplies for 0-3 months from home. The parents need to prepare the original passport, original marriage certificate (if married), apostille-certified POA power of attorney and the previously signed surrogacy agreement - the originals of these documents must be presented in person during the birth certificate process.

Understand the hospital system

Surrogate babies are usually born in designated private obstetric hospitals with neonatology and pediatric ICUs. For cases of premature birth or birth abnormalities that require medical intervention, the team will assist in referral to the most qualified local pediatric hospital.

This chapter sounds plain, but it determines whether the day of birth can start smoothly. Bishkek has a large temperature difference between spring and autumn, and indoor heating is generally sufficient. It is recommended that baby clothing should be of medium thickness. The client's own accommodation is recommended to be locked two to four weeks in advance to leave room for trial and error.

The day of birth – hospital procedures and first records

There are two ways to initiate labor: natural labor, or an elective cesarean section arranged by the hospital based on assessment. Regardless of the type, private hospitals in Bishkek will require the client and surrogacy volunteers to bring their passports, surrogacy agreements, and medical contracts into the obstetric ward. The surrogacy volunteer signs an informed consent form before delivery, confirming the relinquishment of all parental rights to the newborn. This document is filed by the hospital and cannot replace the subsequent formal agreement at the notary office, but it is a legal prerequisite for the hospital to deliver the baby directly to the client.

After delivery and newborn evaluation are completed, the hospital will issue"Medical Institution Birth Record"——This is the baby’s first official document in this world, and it is also the basis for the ZAGS civil affairs department to issue an official birth certificate later. This record will state the date of birth, time, gender, weight, length, and—this is key—the name of the gestational mother (the surrogate volunteer).

This is important: the gestational mother listed in the hospital records is the surrogate volunteer herself, not the client. At this moment, many families intuitively feel the legal implementation of the word "surrogacy" for the first time. The official registration status of the client in the hospital is"Biological father (biological father)/biological mother (if any)", but the maternal field in the hospital record can only be filled in by the woman who actually gave birth. This seemingly contradictory state will be legally realigned during the ZAGS birth certificate process—provided that both the custody relinquishment agreement and the paternity test are in place.

Newborns are usually discharged from the hospital 3 to 5 days after birth, during which the hospital will complete basic projects such as jaundice monitoring, newborn screening, and the first dose of vaccine (as appropriate). The client and the team jointly decide to use formula milk or donated breast milk to feed the baby during hospitalization. The surrogate volunteer will no longer be responsible for breastfeeding.

Some families think that the agreement can be signed in the hospital - this is a misunderstanding of the current notarization process in Kyrgyzstan. The "Informed Consent" signed by the hospital only solves the problem of baby delivery within the hospital; what ZAGS and the Chinese Embassy require is an official document signed by a notary, attached with a notary number, and can be authenticated by the Hague.

The FS Global Bishkek team will complete the translation, final verification of the agreement terms and make an appointment at the notary office one week before signing, and arrange an accompanying translator on the day of signing to ensure that the surrogacy volunteers fully understand each term in their native language and avoid any room for regret later.

After the signing is completed, the notary office will issue 2 to 3 original copies of the agreement in Russian. One of them is kept at the notary office, one is used for ZAGS birth certificate processing, and the other is sent to the Hague certification agency for preparation of the embassy.

Paternity test is the procedure for surrogacy to return to the countrysecond cornerstone. Sampling is usually done before and after the newborn is discharged from the hospital. Two common paths:

  • The report has the same legal effect

Sample collection on the father's end is relatively simple - a mouth swab is enough and takes 5 minutes to complete. If the parents are in China, they can also reserve samples in advance at a qualified domestic forensic institution, and the laboratories will follow the standardized sample scheduling process.

The reporting cycle is generally 5 to 10 working days, and expedited access can be shortened to 3 working days. The report must have the following requirements, all of which are indispensable: the national judicial qualification number of the laboratory, the signature and photo of the sampler, the name of the sampled person and the date of sampling, the conclusion of the genetic relationship, and the signature and seal of the testing personnel.

The birth of a birth certificate
ZAGS Civil Affairs Legal Alignment

After having the hospital birth record, custody relinquishment agreement, and paternity test report,Official Kyrgyzstan birth certificateIt can only be issued by ZAGS (the Kyrgyz Civil Affairs Registration Authority, similar to the domestic Civil Affairs Bureau).

The core of this step is to record the gestational mother field of the surrogacy volunteer in the hospital record.Replace with the principal. The legal basis is the custody abandonment agreement; the factual basis is the paternity test report. When both are present, ZAGS will issue an official birth certificate naming the client as the parent (or single father).

Birth Certificate Parent Field Rules

Married parties of opposite sex entrust:Fill in the client information in both the father and mother fields, and the child's legal parents are this couple.

Single Father Commission:The father's field is filled with the entrusting party's information, and the mother's field is left blank or marked "unspecified" in line with Kyrgyzstan's current practices. This is a state that is clearly permitted by Kyrgyz law and is also one of the legal basis for the Chinese Embassy to accept subsequent travel documents.

Gay couples commission:Fill in the biological father information in the father field, and partners will handle it separately according to the laws of their respective countries.

The language of the birth certificate is Russian or Kyrgyz (depending on the version issued by ZAGS), the size is A4 single page, with the official number, ZAGS seal and the signature of the issuer. The parents must be present to collect the original documents with their passport and notarized agreement. The FS Global team will handle the early queuing and document submission, but in the final step of receiving the certificate, parents must be present on site according to Kyrgyzstan’s practice.

Translation and certification
Let Kyrgyz documents be recognized by China

The original texts of the birth certificate, custody relinquishment agreement, and paternity test report issued by Kyrgyzstan are all in Russian. It must be used in the Chinese Embassy in Kyrgyzstan and implemented in domestic police stations, hospitals, and schools.Each copy must be translated and certified

The complete process is:

Russian to Chinese Translator

It is completed by a translation agency qualified by the Kyrgyz Ministry of Justice and signed by the translator. Ordinary Chinese-Russian translation companies are not recognized by the embassy - this is a common pitfall.

Notary Public Certification

The translation must be notarized at a notary office in Kyrgyzstan, and the notary will verify the translator’s qualifications and stamp the notarization seal. This step upgrades the "translation" to a "legally valid Chinese text".

Apostille

Kyrgyzstan is a member state of the Hague Convention on the Abolition of the Requirement for Legalization of Foreign Public Documents. It is recommended that the three core documents of birth certificate, custody relinquishment agreement, and paternity test report be added with Apostille authentication to ensure that they will be accepted without any hindrance when used in China. Apostille is handled by the Kyrgyz Ministry of Justice, with a standard turnaround time of 3 to 7 working days.

Embassy authentication (if necessary)

For documents that have been certified by Apostille, the Chinese Embassy in Kyrgyzstan usually does not require additional embassy legalization. However, if the entrusting country or subsequent user organization has special requirements, the team will arrange for additional embassy certification.

The entire translation-notarization-Hague link usually takes 7 to 10 working days. If promoted simultaneously, it can overlap with the paternity test reporting cycle, saving overall time.

Chinese Embassy in Kyrgyzstan
The last mile of travel documents

After all the prerequisite files are ready,Chinese Embassy in KyrgyzstanIt is the end station of this process. The embassy is located in downtown Bishkek. For the Chinese client, after completing this stop, the baby will have all the identity documents to legally leave Kyrgyzstan and enter China.

The legal nature of the travel permit is a temporary identity and entry-exit document for Chinese citizens; it does not require that the child has a Chinese household registration at birth, but it is issued based on the principle that "at least one parent is a Chinese citizen and the child has not acquired foreign nationality."

The post-interview processing period generally takes 5 to 10 working days. The travel permit is valid for 2 years after it is issued, which is enough to support all subsequent steps such as applying for household registration after returning to the country and applying for an official Chinese passport.

Not all clients hold mainland Chinese passports. Families from Taiwan, Hong Kong, Singapore, Malaysia, Japan, South Korea, and several European countries - they face a common problem in Bishkek:This country (or region) does not have a consulate in Kyrgyzstan

The absence of a consulate means that travel documents, passports, and temporary identity documents issued by the home country (region),This can only be done at the consular representative offices of neighboring countries.. This route needs to be planned before the birth process starts, otherwise there will be an embarrassing window of "the baby's birth certificate is obtained, but no one will issue the travel documents for home".

Taiwan identity holder

Taiwan does not have a consulate or any form of representative office in Bishkek.The most common processing route is to go to Moscow, Russia.——The Taipei Representative Office in Russia will assist in processing the newborn’s travel documents for entering Taiwan. There are direct flights from Bishkek to Moscow, which take about 4 to 5 hours one-way.

The specific process: the Kyrgyz birth certificate, paternity test report, and custody relinquishment agreement are three core documents that must first be translated, notarized, and apostille certified in Bishkek; then the client takes the newborn and the complete set of documents to Moscow and applies to the Taipei Representative Office in Russia. The processing cycle depends on the current business volume, and it is safer to allow 7 to 14 working days.

This journey is an additional test for the physical strength of the newborn - FS Global usually recommends waiting 4 to 6 weeks after birth to ensure that the baby has basic sailing abilities. The team can remotely coordinate accommodation, translation, and pediatric emergency docking during the Moscow residency.

At this point, the logical chain of the file part has been explained. But any family that has gone through this process will tell you -The real difficulty is not in files, but in life

From the moment the baby is discharged from the hospital to the time the travel permit is finally issued and the return ticket is bought and boarded, there will be at least twenty-eight days. During this period, the client has to deal with three things at the same time: applying for documents, taking care of the children, and settling in. These three things mutually restrict each other - the document processing requires the client's cooperation at any time in Bishkek; the children require 24-hour uninterrupted care; and the matter of settling in itself will determine the quality of the experience of the first two things.

The twenty-eight days in Bishkek were not a "celebration phase" after nine months of pregnancy, but a period of extremely intense collaborative work. Families that underestimate it often begin to fall apart on the seventh day.

Core contradiction: When cross-border surrogacy has reached this point, all eyes in the first nine months are focused on hospitals, doctors, and surrogate mothers. But from the moment the baby is born,The real test begins——The client had almost no plans for local life before.

There are essentially three solution options:

  1. i. Self-employed confinement nanny + short-term rental apartment/detached villa

    It is the most flexible and has the best sense of control, but all coordination work falls on the client - finding a confinement nanny, negotiating contracts, visas, procurement, emergency response, and medical docking.

  2. ii. Hotel long-term rental + temporary child care helper

    On the surface, it saves trouble, but in fact it is most unsuitable for the postpartum period - the hotel kitchen cannot prepare postpartum meals, the air circulation in the room is limited, and the newborn crying at night may disturb neighboring rooms.

  3. iii. One-stop confinement club

    Catering, nursing, teaching, and social communities are all integrated at once, but currently the supply of local institutions in Bishkek with complete Chinese confinement service capabilities is very limited—this is a changing part of the market, and will be discussed in a special chapter below.

The supply of confinement nannies in Bishkek essentially falls into three categories – each with its own trade-offs.

A · Domestic dispatch of confinement nanny

Experienced senior confinement nanny agencies are dispatched from domestic first-line confinement nanny agencies to Kyrgyzstan to provide services. The advantages are obvious: barrier-free communication in Chinese, mature skills in confinement meals, very familiar with China's newborn care standards, and rich experience in breast milk guidance (even if the baby is formula fed, it also involves milk volume ratio).

The trade-off is cost versus visa. The service period of a senior confinement nanny in Kyrgyzstan is at least 28 days. Including round-trip air tickets, visa procedures, and overseas subsidies, the overall cost is usually 1.5 to 2 times that of the same period of confinement nanny in China. The visa itself needs to be processed in advance - either a business visa or a work visa is possible, but the issuance cycle takes 2 to 4 weeks and must be initiated two months before the birth.

B · Local Chinese confinement nanny

The local Chinese community in Bishkek has gradually taken shape in the past few years with surrogacy, studying abroad, and business exchanges. Among them, there are indeed some Chinese aunts with experience in confinement care who can provide door-to-door services for 28 days. The price is usually lower than domestic dispatch, and communication is barrier-free.

The pain point lies in qualification verification - there is no unified certification system for local Chinese confinement nanny, and past service experience needs to be comprehensively evaluated through recommenders, past client feedback, and interviews. C · Local Russian confinement nanny + translator

The local confinement nanny market in Kyrgyzstan is mainly Russian-speaking, with the lowest prices and rich nursing experience. However, their understanding of Chinese confinement meals, traditional Chinese medicine supplements, and Chinese parenting habits is limited. This option is suitable for budget-sensitive situations where at least one person in the client's family understands Russian. If a translator is provided to facilitate communication, the overall cost will rise to a level close to that of local Chinese confinement nanny.

Several red lines chosen by the confinement nanny

No matter which type of confinement nanny is chosen, these points must be written in black and white in the contract in advance: service start and end time, 24 hours or day shift/night shift, whether the confinement meal includes the purchase of ingredients, whether the newborn care is completed independently, the division of labor boundaries between the mother's confinement meal and baby care, the rules for asking for leave during the service period, and the conditions for contract termination.

Common failure cases: renting a city center apartment with good location and beautiful decoration, only to find out after moving in that the kitchen only has an induction cooker and no range hood; the old building has many neighbors and the baby cries at night causing complaints; the elevator is small and it is inconvenient for the confinement nanny to go out to buy groceries; the heating period is fixed in winter and the indoor temperature fluctuates greatly.

A house that is truly suitable for confinement with a newborn must meet several criteria:
